Gradually add the flour, mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth and elastic. Place the dough in a greased bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour or until doubled in size.
Meanwhile, prepare the poppy seed filling. In a small saucepan, combine the ground poppy seeds, honey, hot milk, raisins (if using), and lemon zest. Cook over medium-low heat, stirring constantly, for about 10 minutes until thickened. Remove from heat and let it cool.
Once the dough has risen, punch it down and roll it out on a floured surface into a rectangle, about 12x16 inches. Spread the cooled poppy seed filling evenly over the dough, leaving a small border around the edges. Starting from one long side, roll the dough tightly into a log. Pinch the seam to seal.
Carefully transfer the roll onto a parchment-lined baking sheet, seam side down. Cover with a damp cloth and let it rise again for about 30 minutes.
